Having practiced together since 1988, Frank Luccia and Mary Kathleen Evans
created Luccia & Evans, L.L.P. in April, 2003. While the attorneys in the firm
have diverse backgrounds, they share a commitment to provide our clients
with high quality legal services in response to individual needs. The firm
limits its practice to civil law.
The following paragraphs briefly describe our attorneys' backgrounds and
their areas of expertise.
FRANK N. LUCCIA
Frank N. Luccia was admitted to the Texas Bar in 1986. Born in Cherry Hill,
New Jersey on May 10, 1961, Mr. Luccia received his B.S. in Finance (magna
cum laude) from St. Louis University and his J.D. from the University of
Houston. In addition to his admission to practice in state court, Mr. Luccia is
also admitted to practice before the United States District Court for the
Southern District of Texas.
Mr. Luccia developed the firm’s Continuing Quality Assurance Plan which
helps the firm members provide the highest quality legal product, service and
reports. Mr. Luccia remains responsible for its administration. He is also the
firm’s managing partner. Mr. Luccia is a member of the Houston Bar
Association, Greater Houston Society of Health Care Risk Managers, State
Bar of Texas, American Bar Association, and Defense Research Institute.
In 1999, Mr. Luccia became an adjunct professor of law at the University of
Houston Law Center in the health law section. He speaks frequently at
hospital in service programs and continuing legal education seminars. He
has contributed to several risk management news letters and other health
care related journals.
MARY KATHLEEN EVANS
Mary Kathleen Evans was born in Detroit, Michigan on January 24, 1963.
Admitted to the Texas Bar in 1988, Ms. Evans is also admitted to practice
before the United States District Courts for the Southern, Eastern and Western
Districts of Texas. Ms. Evans was graduated from The University of Texas in
1985, cum laude with special honors in government and was in the Golden
Key International Honor Society. She achieved her J.D. at The University of
Houston Law Center in 1988.
Ms. Evans is a member of the State Bar of Texas; College of the State Bar of
Texas; American Bar Association; Houston Bar Association, serving on the
HIV-AIDS Outreach and Interprofessional Drug Education Alliance (IDEA)
committees; Defense Research Institute; and Greater Houston Society for
Healthcare Risk Management; (Past) Ethics Committee Chair of Plaza
Specialty Hospital and President of Entrepreneurial Women Presidents.
Ms. Evans worked as a law clerk for Kruse & Associates while in law school.
Upon graduation, she joined the firm as an associate and became a partner
in 1996. Ms. Evans' practice includes professional liability, products liability,
nursing home liability, general liability, toxic tort, employment law , business
law and general civil litigation. She has lectured on the subjects of Psychiatry
& the Law, Good Samaritan laws, Deceptive Trade Practices, sovereign and
official immunity and the Nurse Practice Act, as well as lecturing on various
subjects in continuing medical education and continuing nursing education
seminars.
CATHRYN ADAMS
Native Houstonian Cathryn Adams was born on September 3, 1971. She
graduated cum laude from Trinity University in 1994. She received her J.D.
from the University of Houston Law Center in 1998. While in law school, Ms.
Adams was a member of the Health Law Society, the Student Bar Association,
and the American Women in Law Association.
Ms. Adams worked as a law clerk for Kruse & Luccia, L.L.P. while in law
school. Upon graduation, she joined Kruse, Luccia & Evans, L.L.P. as an
associate. Ms. Adams became a partner in Luccia & Evans, L.L.P. in 2006.
She practices in the areas of hospital and medical professional liability,
silicosis litigation, products liability, toxic tort, appellate law, general liability
defense, and civil trial law. Ms. Adams has successfully argued cases in front
of the courts of appeal. She has both first chair and second chair trial
experience. She is currently national counsel for a respirator manufacturer
and has served in the past as the sole Texas counsel for a latex glove
manufacturer. Ms. Adams is a member of the State Bar of Texas and Houston
Bar Association. She is licensed to practice both in Texas state and federal
courts.
Joseph I. Balat
Joseph I. Balat was born November 3rd, 1978 in Houston, Texas. He
graduated from Trinity University in 2000 with a B.A. in History and was a
member of Phi Alpha Theta. He received his J.D. in 2003 from St. Mary's
University School of Law. While in law school, Mr. Balat was a co-founder and
first president of the Alternative Dispute Resolution Association, as well as a
two time recipient of the Dean's Leadership Award.
Before joining Luccia & Evans, Mr. Balat practiced in pharmaceutical and
securities litigation. He also has experience in premises liability, personal
injury and Deceptive Trade Practices. He is a qualified mediator, licensed to
practice in Texas and admitted into the United States District Court for the
Southern District of Texas.
